About the Founder
Raymond Camper is a veteran, advocate, and systems-focused consultant with over a decade of experience in housing, human services, and nonprofit development.
His background includes work across:
Housing and Housing First programs
Medicaid waiver and behavioral health systems
Workforce development and reentry services
Program development and organizational support
Before launching Rooted Impact Strategies, Raymond worked in direct service, supervision, and program development—supporting individuals navigating complex systems while helping organizations strengthen their internal capacity and partnerships.
He holds a bachelor’s degree in Human Services, a master’s in Advocacy & Political Leadership, and has completed doctoral-level coursework in Educational Leadership.
