Raymond Camper, Founder & Principal Consultant
Raymond Camper is a veteran, advocate, and systems thinker with more than a decade of experience in housing, human services, policy advocacy, and nonprofit development. His work has spanned Medicaid waiver programs, Housing First initiatives, workforce and reentry services, and grassroots nonprofit support.
Before launching Rooted Impact Strategies, Raymond worked in direct service, supervision, and program development—supporting individuals navigating complex public systems while helping organizations strengthen internal processes and partnerships. Raymond holds a bachelor's degree in Human Services, a Master’s in Advocacy & Political Leadership, and has completed doctoral-level coursework in Educational Leadership, which is still in progress.
